A small scam by big people - Tulsi CHS Scam Oshiwara

In the year 2001 a proposed Co-operative Housing Society named Tulsi was formed - the Chief Promoter was Shri Prashanth Jagannath Sawant and there were 10 other members. (Exhibit A Society Resolution)

Tulsi CHS applied to MHADA for residential Plot Number R4L CTS No 41PT (Next to Police station) at Oshiwara, Mumbai for constructing residential houses for its members.

In October 2002 MHADA allotted the said plot to Tulsi CHS for the purpose of residential use and in May 2003 MHADA and Tulsi CHS registered the Lease Agreement.  (Exhibit B Agreement)

In February 2003 Tulsi CHS entered in a development agreement with Bhavesh Builders Private Limited giving them the complete right to develop and dispose the property in any way they deem fit. (Exhibit C Agreement)

But the building that came up was not the residential Tulsi CHS. What stands on Plot Number R4L CTS No 41PT (Next to Police station) at Oshiwara is a commercial complex “Platinum Court’’! This commerical property is worth more than 200 crores. (Exhibit D1 Sale Advertisement) (Exhibit D2 Photo)


All the premises have been sold by Bhavesh Builders Pvt Ltd (and their reseller James Enterprises) to absolutely new buyers. Not a single original member of Tulsi CHS has any premises in this property.

How did this transpire:
How did MHADA so easily give a prime plot to a proposed housing society?

Why did the housing society give all the rights of the property to a developer for no consideration? On the contrary there are payments from Tulsi CHS to Bhavesh Builders Pvt Ltd!

Was Tulsi CHS just a front for the Builder to get an allotment from MHADA?

Most important how can a commercial complex be made on a plot which as per MHADA’s records is reserved for housing!

All this is possible when you know that the promoters of Bhavesh Builders Pvt Ltd were Shri Pankaj Chhagan Bhujbal, son of Chhagan Bhujbal Maharashtra PWD Minister as well as his nephew, Shri Sameer Bhujbal. (Exhibit E1, Exhibit E2)



Land grabbing is so easy if you are a Minister in the Maharashtra Cabinet, you can get land allocated, change land use blatantly in the city without any accountability. 

AAP Maharashtra will keep pulling the veil of many such scams by our eminent politicians.
