भारतीय राजनीतिकों के लिए एक सबक : गरीब राष्ट्रपति की दिलदार कहानी…

“मेरा लक्ष्य है कि मैं 30, 40 गरीब बच्चों को साथ लाऊं और उनके साथ जिंदगी बिताऊं.” यह योजना उरुग्वे के राष्ट्रपति खोसे मुखिका की है. बेहद सरल व्यक्तित्व वाले राष्ट्रपति अब राजनीति को अलविदा कहने की तैयारी कर रहे हैं.

78 साल के खोसे मुखिका उरुग्वे के राष्ट्रपति हैं. कई मायनों में उनका देश दक्षिण अमेरिका के बेहतरीन देशों में है. शिक्षा, समाजिक सुरक्षा और स्वास्थ्य के लिहाज से उरुग्वे अच्छा देश माना जाता है. राष्ट्रपति के पास भी दुनिया भर के कई नेताओं की तरह शानौ शौकत से रहने की संभावनाएं हैं. लेकिन इसके उलट मुखिका के व्यक्तित्व में सादगी का सौंदर्य है.

आपदा के बाद वो जब पीड़ितों से मिलने उनके घर जाते हैं तो जूते बाहर उतार देते हैं. अक्सर जूते उतारने के बाद लोग अपने राष्ट्रपति के फटे मोजे देखकर हैरान हो जाते हैं. घर के भीतर पहुंचकर मुखिका जमीन पर बिछे कालीन पर बैठ जाते हैं. रोते हुए पीड़ितों को गले लगा लेते हैं. इनके अलावा भी बहुत से ऐसे कारण हैं जिनकी वजह से उन्हें दुनिया के सबसे विनम्र नेताओं में शुमार किया जाता है.

राजधानी मोटेंवीडियो के बाहर उनका छोटा सा मकान है. चारों ओर थोड़ा सा खेत है. मुखिका और उनकी पत्नी उस पर खेती करती हैं. घर का खर्च इसी से चलता है. राष्ट्रपति अपनी 90 फीसदी तनख्वाह सामाजिक कामों के लिए दान कर देते हैं. इसी घर में मुखिका का एक छोटा सा कमरा है, जिसमें वो अपना काम काज करते हैं. दफ्तर जाने के लिए उनके पास 1987 की पुरानी कार है.

2010 में राष्ट्रपति बनने वाले मुखिका इसी गाड़ी से रोज राष्ट्रपति कार्यालय जाते हैं, लेकिन अगले साल यह दौड़ भाग बंद होने जा रही है. 2014 के अंत में खोसे मुखिका राष्ट्रपति के तौर पर अपना कार्यकाल पूरा कर लेंगे. कभी वामपंथी गुरिल्ला रहे मुखिका इसके बाद राजनीति को अलविदा कह देंगे और सामाजिक कार्यों में लग जाएंगे.

अपनी भावी योजनाओं के बारे में वह कहते हैं, “30 40 बच्चों की जिंदगी संवारना” उनका लक्ष्य है. मुखिका के अपने बच्चे नहीं हैं. ऐसे में उरुग्वे में उन्हें प्यार से ‘पेपे मुखिका’ कहा जाता है. राष्ट्रपति चाहते हैं कि वो अपनी पेंशन से इन बच्चों के लालन पालन और शिक्षा का खर्च उठाएं.

मुखिका को दुनिया का सबसे गरीब राष्ट्र प्रमुख कहा जाता है. क्यूबा की वामपंथी क्रांति से प्रेरित मुखिका 1970 के दशक में सशस्त्र संघर्ष का भी हिस्सा बने. छह बार उन्हें गोली भी मारी गई. मुखिका के 14 साल जेल में भी कटे. लेकिन इसके बावजूद पेपे मुखिका ने वापसी की. वह राजनीति में आए, 2009 में चुनाव जीते और अगले ही साल देश के राष्ट्रपति बने.

Cong mocks story on Sonia’s wealth


Huffington Post arrives at $2 billion figure on Congress chief without naming sources

New Delhi: The Congress on Monday rejected a report that its president Sonia Gandhi was 12th richest world leader, worth $2 billion (roughly Rs12,500 crore), ahead of Queen Elizabeth of Britain and the Amir of Kuwait Sheikh Sabah Al-Ahmad and Syria’s Bashar al-Assad.

The report, published by Huffington Post, an American online news aggregator went viral on the internet. Congress has rubbished the report. Though the news aggregator has not mentioned a source of its findings, it has put Vladimir Putin, the president of Russia, on top of the list with riches worth $40 billion, followed by Bhumibol Adulyadej, the king of Thailand ($30 billion), and Hassanal Bolkiah, the Sultan of Brunei ($20 billion).

According to the website, Gandhi’s riches even beat Albert II, the Prince of Monaco, Qaboos bin Said, the Sultan of Oman, and Teodoro Obiang Nguema Mbasogo, the president of Equatorial Guinea. They are all worth $1 billion. Syria’s president Bashar al-Assad is 16th on the list with riches worth $550 million. And Elizabeth II, the Queen of England, ranks 18th in the list with riches worth $400 million to $500 million.
Put on the back foot by these disclosures, Congress spokespersons on Monday cancelled usual press briefings. And it was left to information and broadcasting minister Manish Tiwari to question the credibility of the report.

Reacting to the Huffington Post’s un-sourced revelations, Tiwari described them “absurd” and “ridiculous”. “If Huffington Post would stick to huffing puffing then I think they would do a much better job for themselves. Because if you do put out these absurd and ridiculous things out in print, then you only open yourself to be made a laughing stock. I would not even like to dignify with a response.”

The Huffington Post report has compared each country’s GDP per capita with a leader’s net worth.
Sonia Gandhi’s alleged riches and India’s GDP show a wide gap, compared to other countries with rich leaders. While $2 billion worth Gandhi’s party supervises a GDP per capita of just $1500, Emir of Qatar Hamad bin Khalifa al-Thani also worth $2 billion has a GDP of $90,000 in his country. The Moroccan King having riches to the tune of $2.5 billion supervises $3000 GDP economy. Prince of tiny Liechtenstein worth $2.5 billion has $135,000 worth GDP in his country.

Gandhi’s riches as revealed by the American website could not be corroborated by any source in New Delhi. The only figures of her riches available are her 2009 affidavit, she had filed along with her Lok Sabha nomination. She has mentioned that she owns neither a car nor a house in India but she has an ancestral home in Italy valued at Rs18.02 lakh.

Sonia Gandhi’s assets, according to the affidavit, totalled Rs1.38 crore, nearly Rs1 crore less than what her son Rahul Gandhi reportedly has. Gandhi’s affidavit said that she had Rs75,000 in cash and Rs28.61 lakh in bank deposits. In addition she had mutual funds worth about Rs20 lakh and Rs12 lakh in RBI bonds. A sum of Rs199,000 was deposited in post offices and Rs24.88 lakh with the Public Provident Fund. Sonia Gandhi’s jewellery, weighing about 2.5kg, was valued at Rs11 lakh while 88kg of silver possessed by her was stated to be worth about Rs18 lakh. She owns two plots of agricultural land totalling up to about 15 bighas and valued at Rs219,000. Their location is not mentioned in the affidavit.

Huffington Post removes Sonia Gandhi from richest list

A day after the blogging site put Sonia Gandhi in the list of world's richest leaders, it deleted her name from the list saying the site could not independently verify the value of her wealth. (PTI)

Three days after the blogging site put Congress President Sonia Gandhi in the list of world's richest leaders, it deleted her name from the list saying the site could not independently verify the value of her wealth. But the damage had been done. The ever active twitterati pounced on the issue, slamming the website for 'inaccurate compilation' of the list.

कांग्रेस की अध्यक्ष सोनिया गांधी की संपत्ति के बारे में अमेरिकी वेबसाइट हफिंगटन पोस्ट (www.huffingtonpost.com) के एक खुलासे से देश की सियासत में एक बार फिर गरमाहट आ गई है। वेबसाइट के मुताबिक, दुनिया के 20 सबसे अमीर नेताओं में सोनिया गांधी की पोजिशन 12वीं है। सोनिया के पास 2 अरब डॉलर (करीब 1 खरब 24 अरब रुपये) की संपत्ति है। हिंदुस्तान की कई न्यूज वेबसाइट के साथ-साथ सोशल मीडिया में यह खबर छा गई है।

मूल रूप से यब खबर सिलेब्रिटी नेटवर्थ.कॉम (CelebrityNetWorth.com) की है। गौरतलब है कि सिलेब्रिटी नेटवर्थ.कॉम वेबसाइट हमेशा विवादों में रही है। इस साइट की विश्वसनीयता पर कई बार सवाल उठ चुके हैं, इसलिए एनबीटी ऑनलाइन भी इस दावे की प्रामाणिकता की पुष्टि नहीं कर रहा है। कांग्रेस ने भी इस खबर को हास्यास्पद बताया है।

वेबसाइट (हफिंगटन पोस्ट वर्ल्ड) ने 20 ऐसे सबसे अमीर नेताओं की लिस्ट तैयार की है, जो फिलहाल सत्ता में हैं। इनमें प्रेजिडेंट, किंग, सुल्तान और क्वीन भी हैं। लिस्ट में 2 ही महिलाएं हैं, सोनिया और ब्रिटेन की क्वीन एलिजाबेथ द्व‌ितीय। वेबसाइट का कहना है कि दुनिया में नेता भी ज्यादातर पुरुष ही हैं। लिस्ट में 7 लोग मिडल ईस्ट से हैं। लिस्ट में शामिल लोगों की संपत्ति सामान्य तौर पर पैतृक और लाभकारी निवेश से मिली है। नेता की संपत्ति का आकलन प्रति व्यक्ति जीडीपी के मुकाबले किया गया है, जिससे यह बताया जा सके कि वहां जिंदगी में कितना फर्क है।

सोनिया गांधी के पास इतनी संपत्ति कहां से आई है इसके बारे में वेबसाइट (CelebrityNetWorth.com) ने कुछ भी जिक्र नहीं किया है। किस मेथडॉलजी से नेताओं की संपत्ति का आकलन किया गया है, इसके बारे में भी कुछ नहीं बताया गया है। इस वेबसाइट ने पहले भी कई सिलेब्रिटी के बारे में हास्यास्पद आंकड़े दिए हैं। इन आंकड़ों को लेकर वेबसाइट का मजाक भी उड़ाया जा चुका है।

कमीडियन रिकी ग्रेवियस के बारे में जब इस वेबसाइट ने खुलासा किया था कि उनकी संपत्ति 80 मिलियन डॉलर है तो उन्होंने मजाकिया लहजे में कहा था कि वह अब लीबिया को खरीदने की योजना बना रहे हैं।

इस खबर पर काग्रेस के सीनियर नेता और सूचना एवं प्रसारण मंत्री मनीष तिवारी ने कहा, 'अगर हफिंगटन पोस्ट इस 'हफिंग-पफिंग' पर टिका रहता है तो मैं समझता हूं वह खुद की अच्छी सेवा करेगा। क्योंकि अगर आप ऐसी बेतुकी हास्यास्पद बातें प्रकाशित करते हैं आप खुद को मजाक की चीज बनाने के अलावा और कुछ नहीं करते। प्रतिक्रिया देकर मैं इसकी अहमियत बढ़ाना नहीं चाहूंगा।'

हालांकि, वेबसाइट ने एक डिस्क्लेमर भी दे रखा है। इसके मुताबिक, 'सारी सूचनाएं विश्वसनीय सूत्रों से इकट्ठा की गई हैं, लेकिन रीडर्स इसे विशुद्ध रूप से सही और आखिरी न मानें। वेबसाइट पर दी गईं सारी सूचानाओं में किसी तरह की गलती की जवाहदेही सिलेब्रिटी नेटवर्थ.कॉम की नहीं होगी।'

Political Business Tree that Gives and...


Companies run by family members of some politicians are like every other company. And they are not, as these four practices that run through their businesses and have aided their meteoric rise show. John Samuel Raja D reports

Talk about business growth and opportunity. In the last five years, Theon Pharmaceuticals, controlled by the immediate family of former railways minister Pawan Kumar Bansal, has increased in size from 15 crore to 152 crore.

Elsewhere, in the same period, 757 crore of cash has come into seven companies owned by Anand Kumar, the brother of former Uttar Pradesh chief minister Mayawati. Robert Vadra, the son-in-law of Congress president Sonia Gandhi, has quietly assembled a real estate business estimated in the region of about 300 crore.

And YS Jaganmohan Reddy, son of the late Andhra Pradesh Congress leader YSR Reddy, has seen his wealth increase six-fold, to 446 crore, in the space of just two years. These are growth rates that would make even a blue-blooded corporate go green with envy. In times that have been tough and trying, these four blueblooded family members of politicians in power have built businesses from scratch. These companies are like every other company. And they are not, as these four business practices, which have aided their meteoric rise, show.

THEY HAVE BEEN SELLING SHARES AT BIG PREMIUMS 
Robert Vadra aside, the others have been selling shares in their fledgling companies to outside investors at a premium—usually hefty—even as the promoters themselves subscribe at par value. Thus, the promoters are able to pump cash from external sources into the company without diluting their equity stake much. The most recent case is that of a company promoted by the family members of Pawan Kumar Bansal, the former railways minister who resigned earlier this month following corruption charges against one of his nephews. Company filings with the Ministry of Company Affairs (MCA) show that in March 2011, the board of Mirage Infra passed a resolution to issue 4,000 shares to a non-promoter shareholder, Rajeev Garg, at a premium of 990 per share, which brought in 40 lakh into the company. However, a year later, in March 2012, the Mirage board approved the issuance of 46,000 shares at their par value of 10 each to three family members of Bansal’s extended family. Pawan Kumar Bansal declined to respond to a questionnaire sent to his office. Similarly, companies owned by Anand Kumar, Mayawati’s brother, have received huge capital infusions by issuing shares to outside investors. ET was the first to report this, in January 2013.

For example, DLA Infrastructure, which had a net profit of 2.2 crore in 2009-10, garnered 100 crore by selling its shares at a premium. Another company, Dia Realtors, with a net profit of 4.5 crore in 2011-12, collected 71 crore. The sale of shares at a premium is one of the ways in which 757 crore of cash came into seven companies owned by the 37-year-old Kumar when Mayawati was the chief minister of UP between 2007 and 2012. MCA filings show that another 346 crore came from the sale of investments (which were not disclosed) and 12.7 crore from advances received from third-parties that were forfeited. ET could not reach Ambeth Rajan, who handles media queries for Anand Kumar, on his mobile or landline numbers. The issuance of shares at hefty premiums forms a central part of the disproportionate assets case made out by India’s premier investigating agency against YS Jaganmohan Reddy. In one of the charge-sheets against Jagan Reddy, the Central Bureau of Investigation (CBI) describes these “investments as part of quid pro quo arrangement for the largesse and the benefit obtained by the investors”. Jagan Reddy, while filing his nomination papers for the 2011 Lok Sabha elections, disclosed that his personal wealth had shot up six-fold in two years, from 73 crore to 446 crore. The filings showed that three-fourth of his wealth was derived from share ownership, in particular in Bharathi Cement Corporation, a company in which he held majority shareholding for a few years. MCA filings by Bharathi Cement for the last six years show that eight outside investors, including Dalmia Cement (Bharat) and India Cements, bought shares at a huge premium, while Jagan Reddy and his family members subscribed to the same at par.

As per calculations done by ET, these eight investors invested at least 142 crore by subscribing to 0% preference shares, paying between 90 and 1,440 per share, between April 2007 and March 2008. Two months before external investors started investing, Jagan Reddy picked up 30 million shares at 10 per share, paying 30 crore. As a result of these transactions, Jagan, along with his relations, held near 100% of Bharathi Cement, while outside investors —who brought in at least 4.5 times more than Jagan Reddy —have no stake as their preference shares have no voting rights. “By the time outside investors came in to invest in Bharathi Cement, the promoters had already done a lot of work and invested a lot into the company,” argues Madhulika Chavva Reddy, spokesperson for YSR Congress Party, which is headed by Jagan Reddy. “The project already had all the permissions along with the entire land, what is private land was also procured from farmers, loans were sanctioned and the project was in the construction stage. Moreover, the investors who came in were only investors, they did not sign any corporate guarantees to the bank. The rest was totally Mr Jagan’s.”

The CBI, in its chargesheet, has alleged that a similar transaction took place in Jagati Publications Pvt Ltd, which runs the print operations of the Sakshi Group, owned by Jagan Reddy. Its chargesheet says that outside investors invested 1,246 crore over two years in Jagati, at 350 per share, and benefited from the decisions taken by the Andhra Pradesh government when his father was at its helm. “There are no complaints that Mr Jagan has either siphoned or misappropriated the premium amount in the companies,” says Madhulika Chavva Reddy.

THEY ARE INCLINED TOWARDS REAL ESTATE 
Real estate seems to be the most popular business area, with Vadra, the extended Bansal family and Anand Kumar all expanding their presence in the sector at a brisk pace. In the last five years, for example, Vadra has been buying—and sometimes selling —land, and has also diversified into building housing projects, and in developing and managing hotels. ET was the first to report this, in March 2011. An October 2012 article in the Economic & Political Weekly, titled ‘Where Do Indian Billionaires Get Their Wealth?’, pointed out that the primary source of wealth of 20 of 46 India’s billionaires in 2012, as listed by Forbes magazine, was ‘rent-thick’ sectors. This paper by Aditi Gandhi of the Centre for Policy Research and Michael Walton of Kennedy School of Government, Harvard University, termed seven sectors —real estate, construction, infrastructure, ports, media, cement and mining —as “rent thick because of the pervasive role of the state in giving licences, reputations of illegality, or information on monopolistic practices”. In October 2012, Arvind Kejriwal, founder of the Aam Aadmi Party (AAP), had alleged that DLF, the country’s largest real estate developer, had given companies owned by Vadra an interest-free loan of 65 crore and heavy bargains on land in exchange for political favours. Refuting those allegations, DLF had said then that these were not loans, but advances to buy land in Manesar and Faridabad. Subsequently, in one transaction, a Vadra company bought 3.53 acres of land from farmers for 7.5 crore in February 2008. In less than four months, it obtained a licence to change the land use to build residential houses, and sold the land to DLF for 58 crore. Vadra did not reply to an email questionnaire sent to Vadra’s personal secretary, Manoj Arora, on May 16.

THEY HAVE DEALINGS WITH BIG COMPANIES 
This transaction is not the only one between these fledgling companies, trying to find their feet in business, and established companies. DLF also gave Vadra a 50% stake for 35 crore in its hotel joint venture in October 2009, and has since done three transactions worth 446 crore with it. Similarly, two close associates of Anand Kumar had links to a business group, Carnoustie Management, in which DLF and Unitech invested 6 crore and 335 crore, respectively, between 2010 and 2012. Both DLF and Unitech have said these investments were part of their normal business transactions. Even Theon Pharmacenticals, which does contract manufacturing from its plant in Baddi, Himachal Pradesh, counts Ranbaxy, Cipla, Piramal, Mankind and Torrent as its clients in its MCA filings. Theon is owned by Bansal’s wife, Madhu, and their two sons, Amit and Manish. The company has seen its turnover rocket from 15 crore in 2007-08 to 152 crore in 2011-12.

THEY HAVE RECEIVED LOANS ON GENEROUS TERMS 
One factor in Theon’s meteoric rise — which began soon after Bansal’s first appointment in the UPA government in January 2006 —is the availability of funding. Theon secured a loan of 60 crore from Canara Bank in 2007, when Bansal was the minister of state for finance in the UPA-I government in charge of banking and insurance. The BJP has alleged the loans were extended to Theon after Bansal cleared the appointment of Sunil Kumar Gupta, a chartered accountant who was the auditor to several companies owned by the Bansal clan, as a director in Canara Bank. The bank also loaned 40 crore to Mirage Infra, a company in which Bansal’s nephew Vijay Singla is a director, in 2008 despite it not having any running business. Gupta told The Times of India that he had limited powers to sanction any loan for the companies. “First, I was a non-official director and then a shareholder director. These profiles have limited powers. As far as conflict of interest is concerned, my wife and I are not at least auditing the same firm. The question must be asked to the promoters why they were interested in making us directors,” he said.

HOUSING SCAM: Builder - neta nexus behind realty rise, say experts

The nexus between politicians and developers is what is causing property prices to skyrocket and burdening genuine consumers. According to property experts, many developers are politicians and vice versa.

“Almost all housing policies are tweaked to favour the builders. As a result, today the real estate sector is a complete mess. There is no transparency. The use of black money has increased manifold. Politicians feel that the real estate is best sector to direct their ill-gotten money to. Therefore, the property market never runs on real demand and supply, but on the wishes of politicians and developers,” said Ramesh Prabhu, chairman of Maharashtra Societies Welfare Association.

Another housing activist said that to put an end to this malpractice, the government should create a transparent real estate portal. “We have been demanding this exchange portal for a long time. It will record all real estate transactions. One copy will submitted to the income tax department, so the government can keep a tab on builders, as well as earn revenue. But sadly, no one is interested in such a law,” he said, requesting anonymity.

Prabhu said, “The time has come for the common man to awaken from his slumber and start demanding good policies. Otherwise, he will continue to suffer.”

STONEWALLED: Govt ignored plea to save 1,000cr in dam project

Mumbai: A survey contractor, Yash Engineers, wrote to the state government three years ago, suggesting that Rs 1,000 crore could be saved if the alignment of the left bank canal of the Lower Penganga irrigation project in Yavatmal district was altered. The contractor never received a reply from the government.

On Friday, TOI reported how the project cost was increased from Rs 1,402 crore to an astronomical Rs 9,027 crore in August 2009 when a revised administrative approval was given.The approval came from the Vidarbha Irrigation Development Corporation (VIDC) and the contracts were awarded to politically connected contractors. The project was put on hold in the wake of opposition outcry and remainsso.

The survey contractor followed up the initial submission with a detailed memorandum to the state water resources department in February 2010, where it spoke of faults in the project and suggested ways to save cost .

“We wish to bring to your notice the lacunae and engineering blunders committed by the sanctioning authorities... This has led to a technically imperfect and very costly water conveyance system.” The contractor alleged that during survey, the executive engineer and other departmental officers did not allow it the minimum adequate time for performing “accurate and good quality work”. These officers allegedly pushed the contractor to make haste citing the election code of conduct. Yash Engineers’ memorandum said its alternate plan would reduce the costby about Rs 1,000 crore.

“Even under adverse circumstances, we deputed to the work site our expert surveyors and design engineers and produced technically sound proposals. But they were not considered by the department and they approved their own technical proposals, which are mostimproper,” said the letter.

The surveyor further said the canal crosses thePenganga river at a location where very expensive aqueduct is needed. “The cost of the aqueduct can be reduced from Rs 350 crore to Rs 125 crore by shifting its location from point D to point C,” it said.

Meanwhile, NCP MLC Sandeep Bajoriya on Friday admitted he received Rs 16 crore as advance for the Jigaon, Buldhana and Pedh iirrigation projects in Amravati. He was referring to a TOI report of October 4, which said that dam contractors received Rs 612 crore mobilisation advances from VIDC, defying rules.

Bajoriya said, “This (advance) was against due bank guarantee and with 13% interest levied on it. There is no wrongdoing involved.” He said he had returned the Jigaon project advance last April. “The Pedhi mobilization amount of Rs 7.5 crore given to me is already almost nullified against work done by me.”
