3 youths with unique modus operandi held for ATM fraud in city

GHATKOPAR ATM THEFT Constable Nivrutti Khetele realised something was amiss after ` 10,000 was withdrawn from his account without his knowledge at the ATM

MUMBAI: Three youngsters, all residents of Govandi, have been arrested for cheating ATM users in Ghatkopar of their money by tinkering with the machine and withdrawing money from their accounts.

The three accused — Akhtar Shaikh, 22, Hyder Shaikh, 26, and a 17-year-old — were arrested last week, on Thursday.

Officers at Pant Nagar police station said the trio, all college students, used a unique modus operandi — they would stick adhesive tapes on either the hash (#) or star (*) key of the machine, which would prevent a customer from completing the transaction as the machine would hang.

The police suspect that the minor accused would pretend to queue up behind and see the PIN being entered. Later, after the customer left, they would remove the adhesive, re- enter t he PIN and withdraw money.

The ATM centre belongs to a nationalised bank based in Ghatkopar (East).

The police and cyber experts are convinced that “there is a missing link” and are investigating the case to determine the exact modus operandi.

The ATM fraud at Ghatkopar came to light after Rs10,000 was siphoned off from the account of a police constable attached to the anti-narcotics cell after he used the ATM centre.

On November 1, constable Nivrutti Khetele went to the ATM centre in Ghatkopar (east). “Khetele could not complete his transaction as the machine hanged. He went to another ATM to withdraw money and that’s when he realised that there had been a previous transaction of Rs10,000 that he had not made,” said a police officer from Pant Nagar police station.

Khetele then decided to keep a watch on the ATM centre, which he did for a month after he was cheated. On Thursday, with help from colleagues, he finally picked up the three accused after he spotted them loitering suspiciously near the ATM.

The accused, Akhtar Shaikh, 22, Hyder Shaikh, 26, and a 17-year-old, are all students and residents of Govandi.

The trio were handed them over to the Pant Nagar police who are investigating the case. While Akhtar and Hyder were produced before a local court and have been remanded in police custody till December 5, the juvenile has been sent to a remand home.

The police said the CCTV camera fitted inside the ATM centre of the nationalised bank was not working. “Investigations have revealed that another person too was cheated in a similar manner. We are investigating to determine how many people were cheated,” said Suresh Nirmal, senior inspector, Pant Nagar police station.

The police have seized an ATM card, whose details are not visible, from the accused.

INVESTIGATIONS HAVE REVEALED THAT ANOTHER PERSON TOO WAS CHEATED IN A SIMILAR MANNER. WE ARE INVESTIGATING FURTHER.

8 execs of MLM firm arrested in Rs 425-cr scam

Eight top executives of the multi-level marketing firm Qnet have been arrested by the Economic Offences Wing (EOW) of the Mumbai Crime Branch regarding a scam believed to be around Rs 425 crore.

Bangalore-based Qnet, which offers holiday packages and herbal products besides other products, invited investments promising big returns. The EOW suspects the firm used binary pyramid model for seeking investment, which is an illegal business model wherein the emphasis is on recruiting people and have them invest money, only to find the top management (people on top of the pyramid) siphoning of the funds.

The firm, which is headquartered in Hong Kong, has been booked for cheating, and EOW has also frozen bank accounts having deposits of more than Rs 100 crore. Those arrested on Friday have been identified as Namrata Pande (alleged to have illegally pocketed Rs 2.5 crore in commissions), Vivek Singh (Rs 1.8 crore), Sabina Mathews (Rs 1.2 crore), Rohit Chandra (Rs 1.2 crore), Vijay Mathews (Rs 74 lakh), Shashi Pande (Rs 70 lakh), Jaydev Parmar (Rs 70 lakh), and Manish Bharwali (Rs 42 lakh).

“We have arrested the Qnet leaders who we suspect had used the illegal binary pyramid scheme to bag investments,” Additional CP (EOW) Rajvardhan said.

Nerul builder held for selling 1 flat to many, hunt on for aide

Navi Mumbai: The Nerul police have arrested a 57-year-old builder for reportedly selling one flat to several buyers. An associate of the accused builder is also likely to be arrested soon.

Bhaskar Thevar had reportedly sold a flat in Leelatai Patil Apartment in Nerul Sector 27 to more than three parties, who have lodged complaints against him. Thevar will remain in police custody till April 26.

Thevar started the fraud when the building was in the construction stage, showing the flat to several people and selling it to them. The building is now complete and one family which bought the disputed flat has already occupied the premises.

“We will also soon arrest Thevar’s aide. They have been booked under the IPC sections 405 (criminal breach of trust), 415 (cheating), 418 (cheating with knowledge that wrongful loss may ensue to person whose interest offender is bound to protect), 420 (punishment for cheating and fraud), and 34 (crime committed with common intention),’’ said assistant police inspector AGosavi.

When asked how the accused could manage to sell the same flat to many, Gosavi said the accused had shown the flat to many parties, and then registered the property in their names at different registration offices in Navi Mumbai.

“We are investigating if officials from the registration offices are also involved. We are anticipating that more victims of this fraud will come forward to complain,’’ said the investigating officer.

Manohar Shroff, Navi Mumbai secretary of Maharashtra Chamber of Housing Industry (MCHI-CREDAI), said: “Such fraud builders are spoiling the name of the entire community of developers.’’

He added: “All seven property registration offices in Navi Mumbai should be computerized so that such frauds can be stopped.’’

Shroff also cautioned buyers, asking them to verify if the building in which they are looking to buy a flat has got a valid occupation certificate.
