Rajiv Gandhi wanted Bofors money to run Congress: Ex-CBI chief


NEW DELHI: Former Prime Minister Rajiv Gandhi wanted commission paid by defence suppliers to be used exclusively for the purpose of meeting expenses of running the Congress, a former CBI director has claimed in his autobiography.

"Such a step would largely prevent the collusive nexus between the middlemen, ministers, bureaucrats and that such a step could enable the government to do away with the quid pro quo relationship with some unscrupulous businessmen and equally unscrupulous politicians and bureaucrats," writes Dr A P Mukherjee who was the CBI director in 1989-90.

Mukherjee said Gandhi explained his position in a meeting on June 19, 1989, during a meeting between the two at the Prime Minister's residence. In 1987, Gandhi got embroiled in the Bofors scandal, in which people close to him were accused of taking kickbacks from the Swedish artillery gun manufacturer for an Indian Army contract signed in 1986.

Mukherjee says Gandhi came to know towards the end of 1984 that some "senior officers of the armed forces had been surreptitiously collecting huge amounts of money as 'commissions' in respect of most of the defence purchases, quite often in connivance with some ministers, middlemen and civilian officers as well".


When Gandhi discussed the problem with some of his advisors, "it was suggested by some that all commissions as payable or usually paid to middlemen should be banned but the commissions to be given as a matter of routine practice by the suppliers of major defence materials could be pooled under the care of some non-government entity which could be utilised solely for the purpose of meeting the inescapable expenses of the party."

Mukherjee said Gandhi was also in favour of "some legislation in line with the practices of some of the Western countries where contributions to party funds by business and industrial houses and individuals were allowed with provisions for their proper accounting, auditing and public discourse". However, the "wild, motivated and widespread" adverse publicity generated by Bofors scandal obscured the prospect of proceeding further on the matter, Mukherjee says in his book. The book, "Unknown Facets of Rajiv Gandhi, Jyoti Basu, Indrajit Gupta", hit the book stands in recent days.

While profuse in his praise for Gandhi, Mukherjee says he is now disclosing the contents of the conversation "with this remarkable human being whose trust I was privileged to receive in ample measure".

Mukherjee also discloses that the young PM told him about the need for substantial amount of money for running a party like the Congress. "The requirement assumes a huge proportion on the eve of assembly and/or parliamentary elections. This leads to massive fund collections by important party functionaries all over the country, which leads to an almost unbreakable unholy quid pro quo nexus between unscrupulous party functionaries, ministers and businessmen. I could sense this as the party's general secretary or even as its youth leader earlier," Gandhi reportedly told Mukherjee.

WikiLeaks says Rajiv negotiated for Swedish jet in '70s, cables recall days of Emergency

Fresh US diplomatic cables released by WikiLeaks have claimed that Rajiv Gandhi was the "main Indian negotiator" for Swedish aircraft company Saab-Scania before entering politics.

The leaked secret cable was first reported by The Hindu on Monday and talked about Rajiv's "family connections", seen as valuable in connection with a huge fighter deal that was being negotiated for the IAF in the 1970s.

Responding to the report, the Congress accused WikiLeaks founder Julian Assange of spreading "lies and falsehoods" while the BJP demanded the government come clean on the controversy.

"Swedish embassy officials has informed us that main Indian negotiator with swedes on viggen at New Delhi end has been Ms Gandhi's older son, Rajiv Gandhi. Latter's only association with aircraft industry (to our knowledge) has been as pilot for Indian airlines and this is first time we have heard his name as entrepreneur," said a US diplomatic cable sent on October 21, 1975.

The cables went on to say that French aviation firm Dassault, which was also in the race with its Mirage aircraft, had the son-in-law of the then Air Chief, Air Marshal O P Mehra, as its chief negotiator.

"Ms Gandhi (according to Swedish information) has made personal decision not to purchase British jaguar because of her prejudices against British... decision would be between Mirage and Viggen. The Swedish diplomat said that Sweden's neutral position in world politics is offsetting Viggen's higher cost. He expressed irritation at the way Ms Gandhi is personally dominating negotiations, without involvement of Indian air force officers," the cables said.

A related cable says the Swedes also made it clear they "understood the importance of family influences" in the final decision. The cable adds: "Our colleague describes Ranjiv (sic) Gandhi in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification."

The British Jaguar eventually bagged the deal. Congress general secretary Janardan Dwivedi trashed the claims made in the cables.

"Having noted what the Swedes have said, the cable makes the comment that there was no additional information to either refute or confirm the information. The foundation of the whole story falls flat here," he said.

Dwivedi urged the media not to fall for "temporary gains" and said the ruling party is "very hurt" by the news. He said WikiLeaks had "collected a lot of so-called information or got it somewhere and published it quoting the American Embassy. Till date it has not been verified. I do not understand what is the basis of what has been published in the newspaper today."

Accusing Assange of spreading lies and falsehoods, he said the WikiLeaks founder wants to form a political party.

With the BJP demanding the Congress "come clean" on the latest WikiLeaks revelations, the ruling party sought to turn the tables citing another cable that suggested that former NDA convenor George Fernandes had, during the Emergency, sought funds from the US intelligence agency CIA.

The opposition party demanded an explanation from the Congress on the allegations made in the cables and urged the government to make public documents on the issue.

"These revelations are serious. The nation has a right to know the truth. These are 30 years old documents which point to a possible connection of late Prime Minister Indira Gandhi and Rajiv Gandhi in different defence acquisitions," BJP spokesperson Prakash Javadekar said.

Responding to the BJP, Dwivedi referred to the other report in The Hindu about Fernandes.

"If it is accepted that there is any truth in this suspicion (about Rajiv Gandhi), then just below that cable is one more report in which the name of a big leader of the NDA figures. I do not want to take his name or level any allegations against him because of the condition in which he is," Dwivedi said alluding to Fernandes' health.

"But is that also true that he used to get money from the CIA or he had demanded money from the CIA? Should we stretch this story to the extent that the BJP and all its leaders were involved in it, who supported the agitations and the vandalism that took place then? Should we stretch it further and say that all this took place with the knowledge of Jayaprakash Narayan?" Dwivedi asked. - With PTI inputs

Gandhi bros ‘competed’ as middlemen for IAF deal

Rajiv And Sanjay Worked With Rival Firms To Ink Pact
New Delhi: During the Emergency (1975-77), the Gandhi brothers, Rajiv and Sanjay, may have competed as representatives in at least one of the most lucrative aircraft contracts of the day, suggest the US Embassy cables released by Wikileaks.

The US Embassy had said in a cable on July 30, 1976 that the Maruti company controlled by Sanjay was negotiating for BAC (British Aircraft Corporation) in India, and in a later cable added that it believed the company was already working with it. BAC was in the race for two aircraft contracts in India — for supplying aircraft to Indian Airlines and as a joint developer of Jaguar fighter for the Indian Air Force’s Deep Penetration Strike Aircraft (DPSA) project.

The US Embassy cables — sent between 1973 and 1976 — suggest that Rajiv was working for Saab-Scania, whose Viggen aircraft was in the fray with Jaguar for the DPSA venture.

So, if the secret cables from the US Embassy in India are to be believed, then the brothers were working for rival firms that were desperate to sell fighters to the IAF.

It is not clear if the brothers’ rivalry over IAF’s fighter deal had spilled over to family ties. However, the IAF’s fighter contract went beyond the Emergency, and the final decision could not be taken until 1978, when the Janata government settled for Jaguar fighters.

It is not recorded if Maruti, or Sanjay Gandhi, financially benefitted from the deal.

Sanjay also probably worked for BAC in Indian Airlines contract. It had bid its aircraft 111-474 against Boeing’s 737-200 and Fokker’s F-28 Mark 4000. Finally, Boeing bagged the contract.

According to the US cables, Maruti was also keen to represent other aircraft manufacturers in India.

On August 27, 1976, the US Embassy cabled Washington DC saying that K L Jalan, managing director, Maruti Heavy Vehicles, requested mission’s assistance in “arranging a meeting with the president or high level official of Cessna aircraft to discuss the sale of Cessna aircraft in India”. Jalan assured the Embassy that his firm has an “immediate sale for two aircraft with a very promising outlook for 20 more units by fiscal year-end, March 1977”.

Jalan requested that the Cessna’s official make a special trip to India within the next 10 days to discuss financial details, the cable said. Four days later, Jalan approached the US Embassy again. This time he told an Embassy official that Maruti wanted to contact Piper Aircraft, another aviation firm, too. “Please inform Mr Robert C Watson, Piper Aircraft Corp, Lock Haven, PA of the approach by Maruti,” the cable to the headquarters said.

The stories vary but have as their central core that Fakruddin is concerned that the PM and her son are pushing too hard on the political and constitutional system of India.” TNN

स्वीडिश कंपनी के दलाल थे राजीव गांधी: विकिलीक्स

नई दिल्ली।। विकिलीक्स ने खुलासा किया है कि राजीव गांधी प्रधानमंत्री बनने से पहले इंडियन एयरलाइंस के पायलट की नौकरी के दौरान स्वीडिश कंपनी साब-स्कॉनिया के लिए संभवत: दलाली करते थे। कंपनी 70 के दशक में भारत को फाइटर प्लेन विजेन बेचने की कोशिश कर रही थी। कांग्रेस ने फिलहाल इस खुलासे पर कोई टिप्पणी नहीं की है, लेकिन पूरे आसार है कि विपक्षी पार्टियां इस मामले को तूल दे सकती हैं। बीजेपी नेता प्रकाश जावडेकर ने इस खुलासे पर कहा कि हर रक्षा सौदे में गांधी परिवार का नाम ही सामने क्यों आता है। उन्होंने कहा कि इस मामले में गांधी परिवार को जवाब देना चाहिए और तब के दस्तावेज सार्वजनिक होने चाहिए।

विकिलीक्स ने यह खुलासा हेनरी किसिंजर केबल्स के हवाले से किया है। हेनरी किसिंजर अमेरिका के सुरक्षा सलाहकार रह चुके हैं। 'द हिन्दू' में छपी खबर के मुताबिक, हालांकि स्वीडिश कंपनी के साथ सौदा नहीं हो पाया था और ब्रिटिश जगुआर ने बाजी मार ली थी। विकिलीक्स केबल्स के मुताबिक, आपतकाल के दौरान जॉर्ज फर्नांडिस ने अंडरग्राउंड रहते हुए अमेरिकी खुफिया एजेंसी सीआईए से आर्थिक मदद भी मांगी थी।

राजीव गांधी 1980 तक राजनीति से दूर रहे थे। संजय गांधी के निधन के बाद इंदिरा गांधी उन्हें बतौर मिस्टर क्लीन राजनीति में लेकर आईं। हालांकि बतौर प्रधानमंत्री पहले कार्यकाल में ही वह एक दूसरी स्वीडिश कंपनी से बोफोर्स तोपों की खरीद के लिए हुए सौदे में घूसखोरी के आरोपों से घिर गए और इसकी वजह से 1989 के आम चुनावों में उनकी पार्टी को हार का सामना भी करना पड़ा।

सन् 1974 से 1976 के दौरान के जारी 41 केबल्स के मुताबिक, स्वीडिश कंपनी को इस बात का अंदाजा था कि फाइटर एयरक्राफ्ट्स की खरीद के बारे में अंतिम फैसला लेने में गांधी परिवार की भूमिका होगी। फ्रांसीसी एयरक्राफ्ट कंपनी दसो को भी इसका अनुमान था। उसकी ओर से मिराज फाइटर एयरक्राफ्ट के लिए तत्कालीन वायुसेना अध्यक्ष ओपी मेहरा के दामाद दलाली करने की कोशिश कर रहे थे। केबल में मेहरा के दलाल का नाम नहीं लिया गया है।

1975 में दिल्ली स्थित स्वीडिश दूतावास के एक राजनयिक की ओर से दी गई जानकारी के मुताबिक, 'इंदिरा गांधी ने ब्रिटेन के खिलाफ अपने पूर्वाग्रहों की वजह से जगुआर न खरीदने का फैसला कर लिया है। अब मिराज और विजेन के बीच फैसला होना है। मिसेज गांधी के बड़े बेटे बतौर पायलट एविएशन इंडस्ट्री से जुड़े हैं और पहली बार उनका नाम बतौर उद्यमी सुना जा रहा है। अंतिम फैसले को परिवार प्रभावित करेगा। हालांकि, राजीव गांधी एक ट्रांसपोर्ट पायलट हैं और उनके पास फाइटर प्लेन के मूल्यांकन की योग्यता नहीं है, लेकिन उनके पास एक 'दूसरी योग्यता' है।'

दूसरे केबल में स्वीडिश राजनयिक के हवाले से कहा गया है, 'इस डील में इंदिरा गांधी की अति सक्रियता की वजह से स्वीडन चिढ़ा हुआ था।' इसके मुताबिक, उन्होंने फाइटर प्लेन की खरीद की प्रक्रिया से एयरफोर्स को दूर रखा था। रजनयिक के मुताबिक, 40 से 50 लाख डॉलर प्रति प्लेन के हिसाब से 50 विजेन के लिए बातचीत चल रही थी। स्वीडन को भरोसा था कि भारत सोवियत संघ से और युद्धक विमान न खरीदने का फैसला कर चुका था।

6 अगस्त 1976 के एक दूसरे केबल से पता चलता है कि भारत को फाइटर प्लेन बेचने की कोशिश में जुटे स्वीडन को अमेरिकी दबाव में अपने कदम पीछे खींचने पड़े थे। अमेरिका ने साब-स्कॉनिया को भारत को विजेन निर्यात करने और देश में बनाने का लाइसेंस देने की अनुमति नहीं दी थी।

अमेरिका की ओर से कहा गया था, 'गंभीरता से विचार करने के बाद हम इस निष्कर्ष पर पहुंचे हैं कि विजेन के किसी भी ऐसे संस्करण को भारत को निर्यात करने की अनुमति नहीं दे सकते हैं, जिसमें अमेरिकी कल-पुर्जे लगे हों।' अमेरिका ने कहा था कि वह अमेरिकी डिजाइन और तकनीक से लैस इस विमान के भारत में उत्पादन का विरोध करेगा।

विकिलीक्स के खुलासे में कुछ भी नहीं है नया!वॉशिंगटन।। कई बार सनीसनीखेज खुलासे कर चुके विकिलीक्स का इस बार नए अमेरिकी केबल्स लीक करने का दावा खोखला है। दरअसल विकिलीक्स जिसे नए केबल्स बता रहा है, वह अमेरिकी सरकार पर बहुत पहसे से मौजूद है। उसने बस इसे 'चमकाकर' दोबारा से जारी किया है।

इस समय 'किसिंजर केबल' के नाम से चर्चित 1973 से 1976 के बीच के सालों की इन 17 लाख अमेरिकी राजनयिक केबल्स को अमेरिकी विदेश विभाग ने 2006 में ही सार्वजनिक कर दिया था और उसके बाद से ही ये उपलब्ध हैं। ये राष्ट्रीय अभिलेखागार और रेकॉर्ड प्रशासन (एनएआरए ) की पर वेबसाइट हैं।

एनएआरए एक स्वतंत्र अमेरिकी एजेंसी है, जिसे सरकारी और ऐतिहासिक दस्तावेजों के संरक्षण तथा दस्तावेजीकरण की जिम्मेदारी सौंपी गई है। उदाहरण के तौर पर सर्वाधिक चर्चित केबल 1975 न्यूडी1403 बी को छह जुलाई 2006 को ही सार्वजनिक कर दिया गया था। यह भारत की पूर्व प्रधानमंत्री राजीव गांधी के बारे में है। यह जानकारी सालों से एनएआरए की वेबसाइट पर पड़ी हुई थी।

राष्ट्रीय सुरक्षा अभिलेखागार के वरिष्ठ विश्लेषक विलियम बुर ने बताया, 'यह दरअसल दस्तावेजों की नई पैकिंग है और इन्हें अच्छे खोज योग्य फॉर्मैट में तब्दील किया गया है।' हालांकि उन्होंने साथ ही कहा कि विकिलीक्स ने अच्छा काम किया है।

बुर ने इसके साथ ही बताया, 'विकिलीक्स के प्रेस नोट में इस बात पर भी जोर दिया गया है कि किसिंजर ने इनमें से अधिकतर टेलिग्राम को खुद लिखा था लेकिन यह काफी बढ़ा चढ़ाकर कहा गया है। विदेश मंत्री ऐसे हजारों लाखों केबल्स को देखते तक नहीं हैं, जो उनके नाम से जारी होते हैं।'

जॉर्ज वॉशिंगटन यूनिवर्सिटी के एक हिस्से के रूप में कार्यरत दी नैशनल सिक्यूरिटी आर्काइव ने 21 अप्रैल 2006 को जारी एक प्रेस नोट में कहा था कि एनएआरए ने करीब तीन लाख 20 हजार गोपनीय केबल्स को ऑनलाइन डाला था। उस समय विदेश विभाग के 1973 से 1974 के आंकड़ों को इसमें शामिल किया गया था।

स्वीडिश कंपनी के दलाल थे राजीव गांधी: विकिलीक्स

Viggen Fighter Aircraft Deal: Rajiv Gandhi was ‘entrepreneur’ for Swedish jet, U.S. cable says

Much before he became Prime Minister, during his years as an Indian Airlines pilot, Rajiv Gandhi may have been a middleman for the Swedish company Saab-Scania, when it was trying to sell its Viggen fighter aircraft to India in the 1970s.

The astonishing revelation that he was the “main Indian negotiator” for a massive aircraft deal for which his “family” connections were seen as valuable, is contained in the Kissinger Cables, the latest tranche of U.S diplomatic cables obtained by WikiLeaks and accessed by The Hindu as part of an investigative collaboration. The cables will be released on Monday.

The British SEPECAT Jaguar eventually won the race, from which Saab was forced to withdraw by the U.S.

Rajiv Gandhi, who kept away from politics until he was pushed into it by his mother Indira after the death of his brother Sanjay in 1980, came into public life with a squeaky clean image. Years later, a controversy over bribes paid in another military deal with a different Swedish company, Bofors, was to lead to Rajiv’s and the Congress’s defeat in the 1989 elections.

A series of 41 cables between 1974 and 1976 give glimpses into the “fighter sweepstakes” in India, with one wryly observing that the Swedish company had “understood the importance of family influences in the final decision in the fighter sweepstakes.”

Dassault, the French aircraft maker, too had figured this out. According to the cable, their negotiator for the Mirage fighter aircraft was the son-in-law of Air Marshal O.P. Mehra, then Air Chief.

An October 21, 1975 cable from the New Delhi U.S. Embassy (1975NEWDE14031_b, confidential) details information given to it by a diplomat in the Swedish Embassy. “Mrs Gandhi’s oler [sic] son’s only association with the aircraft industry (to our knowledge) has been as a pilot for Indian Airlines and this is the first time we have heard his name as entrepreneur.”

Having noted what the Swedes had said, the cable makes the comment that there was no additional information to either refute or confirm the information.

The cable goes on to say, “Mrs Gandhi (according to the Swedish info) has made the personal decision not to purchase the British Jaguar because of her prejudices against the British. The decision would be between the Mirage [Dassault Mirage F1] and the Viggen.”

Importance of ‘family’In another cable (1976NEWDE01909_b, confidential), the Swedes also made it clear they “understood the importance of family influences” in the final decision. The cable adds: “Our colleague describes Ranjiv Gandhi [sic] in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot [is] not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification.”

The first cable adds that Air Marshal Mehra’s son-in-law was the chief negotiator for the competing Mirage, but it does not give his name.

Contacted in New Delhi, Navin Behl, the former Air Chief’s son-in-law, denied that he was ever involved in any such negotiations. “I was never an arms dealer. We’ve got nothing to do with it. I am a chartered accountant, [I was] practising then [in the 1970s], and now we're in the manufacture and export of home furnishings,” he told The Hindu.

The Swedish diplomat quoted in this cable said his country’s neutral position in world politics was offsetting the Viggen’s higher cost. The cable also records the official’s “irritation at the way Mrs Gandhi is personally dominating negotiations, without [the] involvement of Indian Air Force officers. According to him, negotiations with the Swedes are for 50 Viggen aircraft to be delivered at $4-5 million per aircraft with the Swedes believing that the Indians have made the decision not to purchase any more Soviet military aircraft.”

U.S. blocks deal
But Sweden had to do an abrupt about turn with what appears to be a bit of arm-twisting. An August 6, 1976 cable (1976STOCKH04230_b, secret) titled “Saab-Scania requests for U.S. permission to export Viggen and license to India” appears to confirm this with a blunt message: “The USG, after careful consideration, has concluded that no version of the Viggen containing any classified U.S. components would be acceptable for transfer to India. It would also oppose any transfer to India, for local production, of the advanced U.S. technology represented in the Viggen’s aerodynamic design, engine and flying controls, navigation system, electronic components and weapons systems.”

Another 1976 cable (1976STOCKH04231_b, secret) details the negative USG response to Saab-Scania president Curt Mileikowsky’s informal request for export of Viggen aircraft to India and licence to manufacture such aircraft to India. Senior Swedish officials have also emphasised “that [the] most important consideration to their government was preservation of cooperation with the U.S. on military R&D, which they recognised as vital to maintenance of a viable Swedish defence effort and that the sale of the Viggen to India was of secondary consideration to them in comparison with the value of military cooperation with the U.S.”

Scramble for contract
The earliest reference to the IAF upgrade plan is in a 1974 cable (1974LONDON00554_b, secret), which elaborates how the Indians had nearly completed negotiations for two Navy Corvettes and an unspecified number of Jaguar aircraft, though negotiations temporarily stalled because of the oil crisis.

India, according to the FCO South Asian Department head, had “expressed desire for [a] modest alternative to the Soviets as an arms supply source, and had begun discussions with the British early last summer.” The British were smelling a deal “in the neighbourhood of 30-35 million pounds, probably only the first tranche of an ongoing program which could reach 100-120 million pounds over a period of time.”

The Viggen pitch to India was of immense interest to the U.S. As one cable (1975STATE270066_b, secret) said, the aircraft “contains a large number of parts and components of U.S. origin which are therefore subject to USG control in third-party sales.”

Jaguar, meanwhile, was aggressively in the hunt. A November 19, 1975 cable (1975NEWDE15350_b, confidential), said: “London has now decided to offer the Government Of India a more favorable financing arrangement, 71/4 percent over five years, than was earlier the case. The GOI has asked for two percent over 15 years, but the British tell us this is impossible. The GOI still wants 40 aircraft to be delivered within 36 months. The original British offer was 60 months, but they are now talking in terms of 40 odd months.” The cable ends by saying that the final decision was expected to be political and made by the Prime Minister.

Another cable (1975PARIS33184_b confidential) details French concern that “Mrs Gandhi’s advance toward dictatorship is now irreversible, and that French Prime Minister Chirac was unhappy with the idea of appearing to condone this development through his official visit” but also nursed the hope that the visit would be able to improve sales prospects for the Mirage F-1.

By the next year, the French Embassy is convinced (1976NEWDE00845_b, confidential) that it is Prime Minister [Indira] Gandhi alone who will make the final decision, and it will be on political grounds. The Swedes are also pushing their product. The French believed that the Swedes had dropped their price and offered to take rupees in payment. They were seen as moving towards delivering the first 24 to 36 aircraft to India, with the next aircraft being assembled in India under licence.

Former prime minister Rajiv Gandhi has been named as an "entrepreneur" for Swedish firm Saab-Scania, when it was trying to sell its Viggen fighter aircraft to India in the 1970s by the US diplomatic cables obtained by WikiLeaks, the Hindu reported on Monday.

"Swedish emboff has informed us that main Indian negotiator with Swedes on Viggen at New Delhi end has been Mrs. Gandhi's oler (sic) son, Rajiv Gandhi. Latter's only association with aircraft industry (to our knowledge) has been as pilot for Indian Airlines and this is first time we have heard his name as entrepreneur," the October 21, 1975 cable from the New Delhi US embassy says.

The Hindu published its findings of the Kissinger cables in collaboration with Wikileaks.

Although the cable mentions Rajiv Gandhi as an “entrepreneur”, but it also states that the US officials have “no additional information to either refute or confirm the above information.

Later, Saab-Scania lost out on the deal and was forced to withdraw from the “fighter sweepstakes” by the US as the deal was eventually secured the British SEPECAT Jaguar.

Former prime minister Rajiv Gandhi later became embroiled in scandal relating to another Swedish arms manufacturer in the Bofors howtizer gun deal.
